The skull is a bit like a water filled aquarium (or other tank) being shot at. The pressure wave travels through the liquid which is incompressible until it reaches the tank walls and makes it burst. That shock wave also pops out the eyes and creates most of the brain damage.
(Honestly I've never seen it for real on a human skull, but I've seen animals shot to the head, and that's exactly what happened.)
Depending on the size and path of the bullet it's not even immediately deadly all the time even when shot with a hunting rifle (of reasonable caliber). Often enough the victim stays conscious - or at least whats left of its brain functions and hasn't been shredded by the bullet does - poor thing might as well be blind or deaf or deranged - and usually is confused beyond measure as its damaged mind can't comprehend what just happened.
But the bullet also cuts off blood vessels, and it's the lack of blood supply and the massive cerebral hemmorrhage which further destroys brain tissue within minutes and then causes unconsciousness and death. If not, blood loss eventually would.
